The Chiefs primary job is to see that the army is in good health i.e. threat perception studied, and thus arriving at requirements in relation to threat perception. Thus the army has to be suitably fed with products for it to implement its job. If the army is not fed with products to counter the threat perception in terms of quantity and quality of products and training, the army is not in good health.If the products to counter the threat is absent, so is the training the, Thus the soldiers are pushed into being killed in vain due to the chiefs not being able to convince and if not demand that the army personnel will not go to war for the negligence of the IAS and civilian leadership. NO soldier would question the Chiefs decision and if the VCOAS is ready to take over if the chief resigns due to lethargy of the civilian leadership, then he would have already lost respect in ranks.<br />It is NOT The Civil and the politician class's job to study threat perception nor devise strategies to counter them nor maintain a healthy army. In most cases the IAS and the political will to maintain the health of the armed forces is also lacking. Here Genral-manship comes into play. If the army lacked key products, it did so solely because the chiefs and follow up chiefs did not ave the boot to demand and see them come thru.What can the political and the IAS class do if the chiefs and the vice chiefs say' enough is enough' if India needs to protect itself, these are the requirements and if they are not procured, then India will lose territory and pride. At best the governership after retiring will be denied, here if the vice stands by their chiefs,the civilian leadership and decision will be pro army requirements.Did Manekshaw lose his job when he denied Indira Gandhi the freedom to go to war in early 71'?. Did Maneckshaw lose his job when he was known to tell the IAS to respect their army? What stopped the VCOAS to openly blame the civilian leadership when the crisis was waiting to happen? The excuse of it not being possible to do so is refuted by their doing so after the milk is spilled! The then chief is known to state' we shall fight with what we have"...did the Chiefs and the VCoas failed to study threat perception and thus fail to demand products to counter the perception, or did they fail in their job to know what is demanded from the threat perception or did they fail in Chief-ship wherein they lost voice in front of the political and carrot dangling IAS and assumed that no war woudl be thrust in their time as chiefs so why bell the cat?<br /><br /><br />Fault line 2) To Cross the LOC or not.<br />The decision to cross the LOC or not, is a military decision. On a political level, no country would expect the other not to defend itself especially when its sovereignty is attacked. India's sovereignty was attacked and unless India itself had a knee jerk reaction which enables counter diplomatic strategies applied, no other country could have asked India not to save its soldiers life and gain militarily by not crossing the LOC. Here the chiefs ALLOWED people with no military experience, without any sight to the loss that would be incurred to soldiers lives and the Chiefs decision to go along with, not counter the demand to not cross LOC aided in pushing their personnel to their deaths!The Chiefs unity could have demanded that the armed forces is not a kamikaze unit as whole and any soldiers right demand that he save his life and kills the enemy.Pushing people to becoming shaheed is like the taliban asking people to be suicide bombers.
